In Catholicism, what book is used as a refference for blessing holy water?

Is it the Missal or something in the Roman Rituals, or is it somewhere else? I'm just curious, Holy Water always seems like a very 'catholic' thing to me, but Anglicans seem to have a totally seperate blessing?
