My husband wants to buy property in KL. Apartment will be ready Sep'08.Should we wait or get older apartment?

What is better choice and why? Apartment he wants to buy somewhere in Jalan Pahan, called "Dimond Regency". Another option is in Mont Kiara. Malaysians,please advice,i'm not familiar with KL at all. Thanks for your help.
