Help to file ins form I-130 (petition)?

I married in Mexico to a woman who never been in the State, I date her for about 2 yrs. Now I am here with a INS form I-130 question #16 "have your relative ever been under immigration proceeding?" It happen that she tried to cross the border twice but get cought 2 times and then she gave Up, they took pictures and fingerprints and send her back to the Mexican border in questions of hours. She live in Mexico now. What to put in question #16?? I-130?? YES?, NO?; removal?? Exclusion/Deportation??; Rescission?? Judicial Proceedings?? please someone help me, thank you.
